With the exploitation of Shiguai mining area for decades, the geological environment has formed a subsidence area, which cannot be reused. In response to the national call, Baotou launched the photovoltaic "leader" project to develop clean energy, expand industrial development space, and promote the economic development of Baotou. The photovoltaic industry is expected to generate 800 million kilowatt-hours of electricity annually. The site of Dongliang Substation in Shiguai District is surrounded by mountains on all sides. The geological structure is complex. The harsh geographical environment and climatic conditions have become the biggest difficulties restricting the construction of the project. In order to enable the project to be completed and put into operation as soon as possible, the planning department, production department, safety supervision department, engineering department and other departments and units of the bureau shall coordinate and actively communicate to ensure the quality of the preliminary work of the project. After comprehensive consideration of various factors, it is decided to build an indoor substation, which has the advantages of small floor area, high operation reliability, long maintenance period, and is not affected by external environmental conditions.

As there is only one 500kV Baobei substation around Dongliang 220kV substation, and there is no 220kV outgoing line interval for 500kV Baobei substation, and there are no expansion conditions, which cannot meet the requirements of Dongliang substation access system. To this end, the main leaders of the bureau have actively communicated with the municipal government and the enterprise Asin Longshun for many times, and planned to connect the 220 kV circuit of Baolong I and II to Dongliang Substation through a breach. This scheme can not only make Dongliang Substation obtain a stable power supply point, but also enable Asin Longshun to directly supply power from Dongliang Substation, shorten the power supply radius, improve reliability, reduce the cost of enterprise power consumption, and also meet the local consumption of new energy, To achieve mutual benefit and win-win results. During the construction period, to ensure the security load of Yaxin Longshun, the bureau temporarily erected two 10kV power lines from the 110kV Shiyuan substation to supply power for it, and started the special power protection mode, arranged one 800kV ampere generator car to ensure the emergency power supply for the blast furnace of the enterprise.

At about 15:00 on November 10, with the convening of the on-site kick-off meeting of the 220 kV Dongliang Substation, the start-up of the Dongliang Substation officially opened.
